SEAMEO Regional Centre for QITEP in Language
The commitment of Indonesian government to improve education quality along with its main actors namely teacher and education personnel have been proven by the establishment of three new centres at the Southeast Asia level. Those centres are SEAMEO Regional Centre for Quality Improvement and Empowerment for Teachers and Education Personnel (QITEP) in Science, in Mathematics, and in Language. STRUCTURE of SEAMEO

SEAMEO stands for Southeast Asian Ministers of Education Organization and was formed in 1965 aiming to promote co-operation among the Southeast Asian nations through education, science and culture. It has 11 Member Countries (Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste and Vietnam) and six Associate Member Countries (Australia, Canada, France, Germany, Netherlands and New Zealand) and two Affiliate Members, the International Council for Open and Distance Education (ICDE) and University of Tsukuba. The structure of SEAMEO is composed of a Council, a Secretariat, and Centres. A brief description of what it is about will be depicted in the following paragraphs.
The Southeast Asian Ministers of Education Council is the policy making body of SEAMEO and it meets once a year to formulate policies for SEAMEO. It approves all SEAMEO programmes, budgets and makes all decisions that will bind the Organisations into commitments. The Council’s binding acts are in the form of Council resolutions.
SEAMEO is supported by a Secretariat which is based in Bangkok, Thailand. It is headed by a Director, who is the chief administrative officer and legal representative of the Organisation. He is supported by Programme Deputy Director and Administration Deputy Director who are recruited from Member Countries.
The programmes and activities of SEAMEO are organised and conducted through its Regional Centres. There are 18 Regional Centres and each specialising in its own areas of competence.

The Establishment of SEAMEO Regional Centre for QITEP in Language

 It was during the 30th High Official Meeting (HOM) in 2007 in Bangkok that the proposal of the Government of Indonesia on the establishment of the SEAMEO Regional Centre was initiated. A feasibility study on the project’s viability was suggested by the HOM in order to endorse the proposal to the 43rd SEAMEO Council Conference in 2008.
Further, the Indonesian delegates to the 43rd SEAMEO Council Conference which was conducted in Kualalumpur on March 13, 2008, presented the proposal of the establishment of the Regional Centre for Language or abbreviated as RECFOL. In general, the SEAMEO Council, during the In-Camera session, agreed with the establishment of the three SEAMEO Centres in Indonesia with some considerations. First, the programmes must not duplicate those of the existing Centres. Second, a commitment on the financial sustainability must be obtained from the government of Indonesia.
In order to avoid programmes’ duplication, the proposed Centres conducted a workshop on the Strengthening Educational Quality in Southeast Asia through Networking in Yogyakarta on August 8 – 9, 2008. Thus, a discussion between the SEAMEO existing centres and the new ones was done in which each centre talked about its major programmes. As a result, the new Centre focuses its programmes on Bahasa Indonesia, Arabic and Chinese Languages. In terms of target group, the Centre will cater not only language teachers but also education personnel (school principal, school supervisor, laboratory technician, and school librarian). Therefore, the name of the proposed centre was changed into SEAMEO Regional Centre for Quality Improvement of Teachers and Education Personnel (QITEP) in Language.  The result of the workshop was forwarded to the Ad-Referendum with the help of SEAMEO Secretariat. The purpose was to get approval from the Member Countries on the establishment of the new centre.
Moreover, on January 19 – 20, 2009, the 31st SEAMEO HOM was held in Bangkok. In this meeting the government of Indonesia reported on the works that have been undertaken by the proposed centres, they were facilities and development of necessary documents.  
Furthermore, on February 18 – 20, 2009 in Lembang, West Java, the proposed centres conducted a workshop to create strategic plan or five-year development plan and operational plan. In this workshop, language experts were invited to share their ideas on the programmes and activities that should be offered to the SEAMEO Member Countries. The commitment of the Indonesian government concerning the finance sustainability is shown by the five-year development plan containing programmes and activities of the Centre for fiscal year of 2009 – 2013.
Finally, the In-Camera session of the 44th SEAMEO Council Conference which was conducted on April 5 – 7, 2009 in Phuket, Thailand, approved the establishment of the SEAMEO Regional Centre for QITEP in Language. The approval was announced by His Excellency, Mr. Jurin Laksanavisit, SEAMEC President and Minister of Education of Royal Thai. Nevertheless, the SEAMEO Council asked the new Centre to set up a technical working committee (TWC) comprising experts from Member Countries and who will provide input to the Centre on the development of documents that enable it to function properly. The TWC will work on the documents, namely Memorandum of Agreement, Enabling Instrument and Staff Rules and Regulations.

PROGRAMMES and ACTIVITIES

The approval of the establishment of SEAMEO Regional Centre for QITEP in Language during the 44th SEAMEO Council Conference 2009 marked as the beginning activities of the Centres that have been planned for fiscal year 2009. The highlight of this subsequently was the launching of the Centre on July 13, 2009 in which the SEAMEC President and Minister of Education of Royal Thai, had a chance to visit the Centre, which is located in Srengseng Sawah, as well as other guests from existing SEAMEO Centres in Indonesia.
Prior to the implementation of training programmes, a series of workshops on the curriculum and material development were organised by inviting experts from reputable universities and institutions. In addition, a workshop on the development of training needs analysis instrument was also held in order to respond to the needs of teachers and education personnel in the SEA region. Among the training programmes that had been implemented were Teaching Methodology of Indonesian Language for Foreign Learners (July 13 – 26, 2009) and Teaching Methodology for Chinese Language Teachers (August 2 – 15, 2009).
In addition to Indonesian, Arabic and Chinese languages, the SEAMEO QITEP in Language will offer programmes and activities for education personnel including school principal, school supervisor, librarian, laboratory technician, and administrative officer. In this regard, the themes of such trainings will be tailored in accordance with the needs and demands of the education personnel. Other activities such as research, symposium, seminar, workshop or conference will also be organised by the Centre as to meet the objectives of sharing resource and information as well as providing intellectual fora for policy makers.
Briefly, The Centre is expected not only to conduct training, but also to explore innovative methods, different types of learning materials and different modes of delivery in line with the growth of information communication and technology. The existence of SEAMEO Regional QITEP in Language will bring benefits to all teachers and education personnel and improvement for language education.
